INTRODUCTION AND AIMS

The III International Short-Film Festival of the Lleida district, Borges en Curt, will take place in the town of Les Borges Blanques during the second two weeks in September.
The aim of the Festival is to show a selection of the best short films recently produced at home and abroad.
The Festival is organised by Zoom Associació Cultural and Les Borges Blanques Town Council.

PARTICIPATION
Any fiction film — of any genre and theme — documentary or video-creation, lasting less than 20 minutes, will be accepted.
Films produced anywhere in the world.
Advertising, racist, sexist or xenophobic films will not be admitted.

REGISTRATION
The following registration form can be filled in online or sent by post, together with:
- A copy on DVD.
- A copy on mini-DV.
- A CD including:
- 4 photographs taken from the film, with a minimum resolution of 1600x1200px at 300dpi.
- 1 photograph of the director and his/her bio/filmography.
- Dialogue list, in English, Spanish or Catalan.
- A press-book of the short film.

SELECTION AND DEADLINE
Video copies for selection must be received before 31 May 2007.
The selection committee will notify the organisers of its decision by the end of June.
There will be no appeal against the committee’s decision.

SUBTITLES
It is recommended that subtitles should be in English, Spanish or Catalan.
A voice-over translation will not be permitted.
The organisers may, in some cases, take charge of subtitling the short film.

PRIZES
Prize for the best short film: 2,500 euros.
Prize for the best actor/actress: 500 euros.
Prize for the best photography: 500 euros.
Prize for the best local short film: 500 euros, provided by Zoom Associació Cultural.
Audience prize: 500 euros.


Furthermore, in this fourth edition we are including the prize Cine.com.
Promotion of the short film winner in the Cine.com sessions:Prize winning films zone
- General zone.
- Cine.com information bulletin (with 38,000 users).

- The production of their own website. Official film website with a trailer and downloads.
- Search engine membership and promotion.
- Internet promotion and communication (press clippings, forums, chats, themed websites, etc.).
- Television communication/distribution.

INTERNET BROADCASTING

In this new edition of Borges en Curt, fruit of the collaboration with Cine.com, we will give users the opportunity to see all the shorts selected via streaming. The users can also download the shorts, to achieve higher quality viewing, from the festival's website and additionally from Cine.com and associated websites. Cine.com will assume all hosting and download costs, which they will recuperate from payments made by users downloading higher quality shorts.

A 15% organisation commission will be taken from these payments and another 15% from the website where the payments were made. The remaining proceeds will go to the maker of the short.

The filmmakers should consider this premise, however, they are free to accept it or not.

ADVERTISING
Participants give the Festival the right to broadcast extracts from the films on Spanish and/or international television channels in order to promote the Festival. Such extracts will not exceed 10 per cent of the duration of the film (maximum 3 minutes). The Festival may use stills from the films for advertising in the press or other mass media, or include the films on a DVD of the Festival.

RETURN OF COPIES
Copies sent for selection will not be returned, but kept in the association’s archives for consultation.

LOCAL TELEVISION
Zoom Associació Cultural reserves the right to show some of the shorts received in a special programme on the Festival on Lleida’s local television channel, for Festival promotion purposes.

BORGES EN CURT RETROSPECTIVE

An extract from the Festival will travel to different places, such as the French town of Toulouges, after the Festival takes place, in order to show a selection of the best participating shorts.
Producers must consider this proposal, but are free to decide whether to accept it or not.

UNFORESEEN CIRCUMSTANCES
Participating to the Festival implies accepting, without reservation, all elements of these rules. Zoom Associació Cultural or its representatives are responsible, in circumstances not foreseen in the rules, for allowing any waiving of these provisions following an express and reasonable request.
The organisers reserve the right to amend any of the provisions of these rules.
The Catalan version of the rules is the legally binding one.
